Of all the "neutrals" I've sunk I've only ever officially proven one lying.
If you have a navigator on board you can use his navigation skill to call BS on their claimed destination. But it's not strictly necessary. If they're obviously heading toward Britain, (e.g. you intercept them while they are going Northeast in the Celtic Sea) just sink them. Ships headed toward a blockaded port are a fair prize regardless of their country of origin.
I can attest to this fact, Many of the 400 Convoy codes (10,000+ Convoys) often had no escort. The presence of an escort was more so a factor of convoy route and time period.
This is especially true in 1939/1940 when even around britian when the British Royal Navy had not fully committed to providing escort to convoy groups to merchant shipping.
But early on, it is hard to find evidence and I am trying to find out how this new mechanic is working.
Historically in the real life war these actions the Germans did sinking neutral ships, not just war ships, is what really ticked other countries off and made other countries that were mainly neutral throughout WWII dispatch their forces as escorts and they did recon missions in target or their home territory areas because the Kriegsmarine was attacking and sinking pretty much anything that wasn't theirs or their allies.
One of the reasons they took neutral ships is because opposing countries were using neutral-labelled ships or disguising their ships as neutral to transport troops and supplies.
If they're red or gray on the map sink them if you can intercept them.
