What is a Milk Cow / How do I use a Milk Cow?

So when I finished doing all the headquarters upgrades I was scrolling around the planet and discovered these submarine icons in the middle of the ocean (3-4 of them).

Hovering my mouse over them they said they were "milk cows". Clicking on them gave me the option to "move" the location of the milk cow as if it were a normal researching/headquarters option.

So... What is a milk cow?
Is it a resupply ship?

I know I can radio for a resupply. I have only tried it once and was denied.
What are the requirements that allow you to get a successful resupply request/response?

I am just guessing but I am thinking these "Milk Cow" icons on the map are resupply ships. And also guessing I have to be within X km of there locations to be able to get resupplied by them.

How do these work?

Ideally, you send them to a strategic location; close to your patrol area. Just don't put them in known convoy paths. When you need to resupply, go to the square where the Milk Cow is and radio in for resupply. The Milk Cow Icon should appear on your Map. Get to it, and surface. Send a delegation to the boat and resupply.

Hail the mighty Milk COW !! MOOO !!

Not only did I get to refill on fuel but they have everything I ever wanted. My warehouse in port was out of food, but my Milk Cow not only had food, but they had all manner of types of new food (bread) and other items (a mod I installed).... so huge exciting interaction with the Milk Cow.

Watch for enemy Aircraft. They can show up sometimes. It's a good idea to have some AA's with a man on the 8.8. Be Ready to fight. If the plane takes out the Milk Cow, then you lose it, I believe.
Had that happen to me once. But I took out the plane before it could damage the Milk Cow.

but how do i send milk cows somewhere? I only know how to send for them through the radio guy

The milk cows are shown in the HQ on the map. You can move the milk cow to another place with an officer.

When I get to my milk cow icon there is no supply ship. Icon but no supply sub. This happened at BE3 and BE 1 on Black hole missions. I checked radio history and has not been sunk. I have not tried my other cows. The con is there but no sub. What's up. Yes I am running on the surface go to Icon shut down no sub or boarding message. Please help.
