Hollywood nonsense. The u-boat becomes unstable and risks capsizing if hit by a heavy wave from the side while running decks awash so even if they did use it, it would only be in the calmest of sea conditions. When Otto Kretschmer was attacking convoys at night, he did it while fully surfaced right in the middle of the convoys. He never used decks awash.
And at most they would partially fill their ballast tanks in preparation of a faster dive which is the only reason you should decks awash in the first place. However it also has the added benefit of allowing your diesels to aspirate before you get the snorkel upgrade.
After the snorkel upgrade decks awash becomes superfluous unless you want to eliminate dive times in areas of high probability of aircraft attack.
That being said, vanilla decks awash is just periscope depth with extra steps. Try the Improve Ballast Control mod by Salamander.

One of our community modders discovered that the devs already had animations to raise and lower the RDF loop antenna buried deep inside the game's files that weren't being used. They weren't retractable and they weren't 'radar', they are radar-detectors. The only radar detector that was retractable was the first one you can upgrade, the FuMB-1 Metox also known as the 'Biscay Cross' which is just some wire on a wooden stick.
The crew of the u-boat would just pull the stick out of it's slot and take it down the hatch with them before they dove. All the other radar detection systems are permanently affixed to the conning tower and cannot be removed. The next best thing the devs could do is render it invisible when you're looking in the direction. Similarly to how they render parts of the u-boat invisible when viewing it from the section view. Or how they render your crew invisible when you mount the AA gun.

The devs changed the vernacular from 'warming' to 'maintained' in B129 to reflect community feedback on torpedo warming and how it functioned in real life. Without going into details about how torpedoes were warmed and how they were maintained on a daily or monthly interval, you're right though, the torpedoes should maintain their 'performance boost' for longer than the default 20 minutes.
