Yea I would agree that it might cost something if need be. Just seems like once u reach the point in your career that "command" lets you free roam that you could go to any port and assist any local commander with any missions he currently has.
Maybe as the game develops it will cost more to free roam and as such you would be more of a wild ace of sorts and with that rep then you could assist as needed...
This is a great feature the dev's should consider. I think they're working on campaigns now so this whole gameplay could change drastically
just open the console. by default it should be binded to the "^" button on the top left corner of the keyboard (german keyboard, idk if its the same on other layouts). then type: Rebase "NAME OF THE PORT" and hit enter. you should now be automatically teleported to the port of your desire, it should be marked with the typical star as your new home base, and the mission guy should be there aswell.
if you are still having problems:
- make sure that the command line is absolutely empty before typing in the command (the ^ symbol is often not shown correctly)
- Rebase must be written with a capital R
- the name of the base must be written correct (it seems like you should use the german name of the city, if its different, also use capital latters accordingly)
- remeber that not all ports are available at the current state of the game.

Don't do these commands, it's totally buggy in my game.
Either your submarine is found in the decor, or the dock has disappeared.
No way to go back.
Might just try cancelling at the harbor officer next time.
