This was my experience too, planes just kept interrupting the coastal approach and blowing the mission. As soon as you get snorkel the spy missions become very easy.
Snorkel is well worth the up front research penalty, I run the first couple of tours shorthanded in order to get it as soon as possible.
Note that having an Engineer and two crew assigned to engines well increase the time you can run on electric whilst submerged.
Note that having a Leader and one crew assigned to the navigation table further boosts time on batteries.
My problem with Cardiff is that I can not see any AA - this used to be an issue, that if you saved before looking for the AA they would disappear. So far I have delivered the spy, caused a distraction but can not see ant AA - I've even had to return for supplies and then gone back - but still no AA, so my next step is to go back to port and request another mission as it appears the AA are not going to reappear.
