I cannot recruit officers

Kind of irritating that I can’t recruit officers at the dock. Only sailors. I have been to different ports and it ended up that i had to leave an officer at dock to research new tech. But now i am one guy short and it makes it a bit harder. Still after 10 patrols no new officers to hire. Had to promote to officer, but then i could not control him, only assign him a role. Is this a bug or something I am doing wrong?

Seems to be intentional. Officers can only be earned through missions now.

But after 10 missions all completed i should have got something ? I get the reputation points to buy new slots for more officers. But i cant hire anyone.

you can promote sailors with rep-points.

Some missions have officers as rewards. For the rest, promote crew using reputation, as Ruby mentioned. In the Crew Management window, you can click on their name to bring up a screen similar to the officers, and then you click "Promote" and choose their class. This costs one reputation point.

Noticed your comment about not being able to control the new officer. Try removing him from the ship and re-adding at dock. The game might mistakenly be still treating him as a crew. Was his icon updated to indicate his new class?

I'm having the same problem. When I recruit an officer it doesn't allow me to control them once I've boarded them. When I board them they spawn on the top of the ship and just stand there, and I can't click on them as if they we're crew. Their icons did change though.

its random, sometimes there are some available sometimes not. You were just unlucky.
You can promote sailors to officers though.
