Use it during a "silent run": when in immersion and with the electric motors in use. Blue light will decrease oxygen consumption by the crew.

Silent running. It also reduces the consumption of oxygen by your men. Check out the oxygen icon (hover over) to see the bonus.

Blue light is for silent running, White light for normal daytime conditions & Red light for nighttime to maintain nightvision (as far as humans have natural nightvision) while still maintaining illumination..

Normal gives a bost to your crew being happyer,

Red lets your look outs at night see to a greater distance,

Blue sets your crew to use less air and is best used when you are at periscope depth or deeper so you can stay under longer befor you run out of air.

Blue is for silent running. Your crew is quieter and also uses less oxygen

There is also a fact that drinks tastes better when blue light is on.
