If I had a salvager skillset, I would have seen 3 scrap and 7 spare parts instead.
Works fine for me with a new game with B120.
I've tested it before and just tested it again on B120, three times. The trait currently does nothing. You gain spare parts at 2:1 ratio from scrap with or without it.
I could say the same to you. Just because it doesn't work for u doesn't mean it hits every singel player as with alot of the bugs that's been in the game so far. Just as the bug Vanguard above has. Cause just making parts out of the 10 scraps we get in the start works just fine for me but not for him.
Now.... i assume that you started a new game, leveled up the engineer, added the skill and tried making parts all three times.
Secondly, OP wanted to know what the skill do, not if it was working or not.
Both engineer and mechanic have 5 each in their packs and I have 5 more in storage with no open slots. That fact doesn't seem to stop Leo though. :)
Hehe yeah, Just like when assigning an officer to Quartermaster. He persist to carry ammo to the deck gun even though there's no room for more ammo. You can see he holds a shell with the number zero :)
Also, if some processes are interrupted things have a tendency to disappear. I interrupted the quartermaster twice, one by saving and loading a game and second time taking the officers off the boat. Both times all HE shells disappeared. This has also happened to the scraps. They just disappear :)
IMO switching it to 1:1 instead of 2:1 isn't worth it, spare parts are cheap and if your good at the game you will use them rarely. While the repair speed upgrade can be a life saver especially if you are heavily damaged and sinking.

Was this meant for another post, or did you not understand what I was saying in my initial post? I know how to make spare parts from scrap. I was asking why there is a skill that can be purchased when an engineer reaches 2nd level, that states it gives the engineer the ability to make spare parts from scrap. Something they can obviously already do without purchasing the 2nd level skill.
Also, for future reference please provide a time stamp when using a video to answer a question. I did not enjoy wasting nearly 20 minutes of my life watching a tutorial on a game I have 52 hours in so far and still didn't answer my question.
So you didn't test it yourself?
And OP clearly asks if it's a bug or not in his last paragraph, in which case i was answering him.
