Report a translation problem
It kind of sounds like you turned off the power in the aft section of the boat or its flooded. There are 2 or 3 symbols at the bottom left corner of each section of the boat in the cut away view, no idea how to control it in first person. One is the evacuate and close this section button, A green square with a circle in it that turns red and puts a line through the circle if its active, this will make that section completely inaccessible until you press it again and deactivate it. Another is a lightning bolt icon, this will turn the power in that section off and on, not sure what its for but its there. And last, a blue water droplet icon that will only appear if you have water in that section of the boat, if you click this icon it will get a little white arrow pointing away from the droplet and your crew will start taking water from that room in buckets and dumping it into the bilge in the command section of the ship, so you can use the pump to pump it out of the boat. If the room is "flooded" you will be unable to use any of the stations in that section, so click the water droplet icon when it appears and you can spare the crew. The game seems to consider a room "flooded" even when there is very little water in it, so keep as many of the rooms as dry as you can.
Also you need compressed air to surface the boat and launch torpedoes, if there is no compressed air, you have to start the compressors. If you are submerged starting the compressors will take away your crews breathing air in order to refill the tanks, so be aware of that, it will bring air into the tanks from outside the sub if you are surfaced. You of course have to fix your access problem before turning on the compressors.
Note: only in real life do you need compressed air to launch torpedoes, it may not be modeled like that in this game, your inability to launch torpedoes may be a totally different problem.
