I hope its a Bug and not connected with Ship "healthbars" like this :/
If minimal damage then thers big chance ship survives and needs another torp to finish it coz they lock bulkeds to prevent total floding of the ship and its still afloat.
Also you can see on ships icones how much damage ships have if torp manages do some fire damage also but done minimal damage fire can in time spread and do more damage and sink ship.
Usually it all depends where ship was struck with torp at what angle, and if it has half or more damage on icon it ususaly sink if only 1/3 then you need to finish it with one more torp or cannon shells.
it may go down to 98%, but a little bit always looks over the waterline and does not sink.

You don't have to sink them completely. Once a X apears on the map or a radio transmission pops up, the ship is considered destroyed. If you really want them to go completely downunder the cannon will help out.
Look the Bismarck, despite it was hit innumerous times it just refused to sink. The crew had to blow the flooding vents. Look the Hood, it was sunk with just one volley. It depends so much not only on the design of the ship, but simple luck / fate. I think this is simulated very real.
Sometimes you drive off, leaving behind just a burning carcass as a deterring memorial and also an indication to your hunters, sometimes the sea covers all evidence of man slaughtering man.
Anymore I just try to go for a 90 degree angle right onto their sides and avoid the bow/stern attacks. Haven't had it go wrong with those torpedo strikes yet.
All speculation on my part, I don't know how it works. I like that it isn't a set thing though. HP bars and fixed damage ratings for each torp would be rather lame.
