The whole point of the crew management is to have the crew ready for action before making the attack, i.e. attacking on high morale and then feeling the pressure of it bleed away as the target makes itself difficult to catch or the wind rises and rough seas complicate things, etc.
If you can turn off the alarm manually the basic gameplay just doesn't work at all - it's integral to the simulation.
Exactly this. Unless you are being actively engaged by the enemy, the alert state should only come on under the captains order and not cuz of the presence of a freighter.
What if there is "menu option" to choose whether it is controlled (by captain) or not?
After the game start, we can't change it back.
