Try adding the game to antivirus expection its the same isue SFV had.
Dont wory its not a virus some games jsut have this isue on some antivirusses.

added both mvci.exes to exclusion list and checked windows defender still not launching.

You need to add the entire steam library to exclusions.

Or if you're picky, the entire MVCI folder.

same happens to me, had to disable bit defender protection completely to get the game to launch

that is interesting because I don't have bitdefender. I'm on windows 10 and only use the basic windows defender installed. I turned off real time protection and added the steam folder to the exclusion list and still unable to launch the game.
