If it was pre-ordered, your DLC box for the game would have had the checkmarks in them [installed] on your "Library". If you have them, and then select them, then the option to change costumes would have been there.
If it was after launch however, the game on the store page no longer mentions the costumes in either edition (yes, that too also includes Deluxe) and it is no longer available to acquire as they were pre-order DLC costumes. Though they may make their return to buy publicly later.
