No Fuel
I just downloaded this game, and when I go into the free driving mode, some of the cars won't even start because they have no fuel in them. Is there an option to refuel the car somewhere?

Yes, there’s a gas pump nearby. But before refuelling, determine the position of the fuel door otherwise it may not work

I can not for the life of me get the fuel pumping to work, I thought I was following the instructions perfectly, what am I doing wrong? Do you have to actually get out of the car or what?

My general order of things is:
Parking brake
Turn car off
Put car fully in park
I can then fuel up.
