You can try advices below, but we cannot guarantee correct game working on laptops.
Maybe the game uses the integrated one for some reason. Try forcing the game to the dedicated one – right click on the game shortcut and select Run with GPU <your dedicated video card>. Also you can try these steps:
1. Install DirectX and Visual C++ components from this folder manually, go to this folder -
"...Steam\steamapps\common\City Car Driving\_CommonRedist\" and install all the components from there.
In some cases this folder can be located in a different place - "... Steam\steamapps\common\Steamworks Shared".
2. Update your video card driver to the latest version from your video card manufacturer's website.
3. Update your sound card driver to the latest version from your sound card manufacturer's website.
4. If you're using a racing wheel (or any other controller), update its driver to the latest version from your controller manufacturer's website.
5. Turn off any antivirus or firewall software.
6. Check the game cache integrity in Steam client.
7. Turn off the Steam cloud profile synchronization for City Car Driving – open your Steam client, click on City Car Driving with right mouse button and choose “Properties” from the context menu. Then open the tab “Updates” and there turn off the option “Enable Steam Cloud synchronization for City Car Driving”.
8. Delete the folder "Forward Development" from your "My Documents" folder.
Then run the game again.
Edit: Only with some maps & cars, unfortunately. This game is buggy and its support sucks but it is the only realistic automobile simulator in the market so I'll keep trying. I don't have a car and I need to practice dammit.

It had also showed me some other errors regarding other textures, iirc other cars' textures, but many times it has been this. Skipping dds files, I noticed that there is another file of this oldwoman6, which is "(winter)_oldwoman6_diff_lod1.tga.dds", so I started free driving mode in the winter mode with the same car and same terrain and voila; free driving started to work. I did not try this with all cars, but at least it started to work with some cars inside the city. Second, seeing the only issue was of this dds file (at least for some terrains and cars), I tried to play Halloween mod in seasons other than winter and voila, it worked again, most probably because "oldwoman6" was also edited in Halloween mod.
So this was most probably a simple rendering error regarding only one dds file (or probably a handful, as I did not try all). However, as the Support refused to look it up the specifics of our error messages only because we use an internal graphics card (i.e. "unsupported system"), a simple bug is refused to be patched. Anyways, the people facing similar difficulties in free driving mode may try a similar path to mine with cross checking dds files here : https://steamdb.info/depot/493491/ , and trying different free mode setups that would include alternative dds files to the ones causing the problem.
eudaimonic, with all due respect, you're trying to find a skeleton in the cupboard, where there's no any.
It's a not a problem with the specific texture. If you use an integrated GPU the game can crash almost with any random dds texture error. It happens because the integrated GPU does not have all neccessary instructions and does not have enough dedicated video RAM. That's all... There is no any conspiracy and a secret bug that we do not want to fix.

If the game worked fine earlier, but then suddenly stopped, it can be caused by third-party mods or broken configuration. Try these steps:
1. Unsubscribe from all mods.
2. Uninstall the game in Steam.
3. Manually delete the folder, where the game has been installed (it will remain after uninstallation) – …\Steam\SteamApps\common\City Car Driving

Oh my god are you trying to make players to fix your game? you know there is a problem, why don't you just take some effort to fix it on your side? I have tried everything that you have suggested but still get this nD3D11Texture error when I try to enter from roam. PS yes, my hardware is good enough for this game.
