When you have done that, you now need to open the text file that comes with it and inside it should look something like this - https://gyazo.com/3a072e7b3074fc042c8a8ee12b1f70da
Now go into CityCarDriving in your steam apps and then click "data" and find a file called "Players_Cars.xml". Right click and open with Notepad++
When you've done that, copy and paste the text in the folder and do exactly what I've done in the screenshot that I'm providing. https://gyazo.com/aead7392a6ddcaa21c8f1531812e95af
Obviously I have more cars, but make sure, you see at the very bottom, there is a </Cars> Make sure that is there after you installed a new car.

You can't install .pkg files, because the mod installer does not work for the steam version.
Anyway, there are plenty of cars that don't need the mod installer.
