If you're using a racing wheel you should set up it properly.
Before starting the game, please perform these steps:
1. Update your wheel driver to the latest version from your controller manufacturer's website.
2. Calibrate your wheel and check if it works correctly in Windows.
3. Please note that you should connect your wheel to the PC and wait until the very end of its auto calibration strictly before(!) launching the simulator.
Then start the game and follow the directions below:
First, check if your wheel has the ready settings preset in the game controls menu. If it has one – just select your wheel from the dropdown list. Everything should work automatically from this point.
If your wheel does not have a ready preset select the “default” preset from the dropdown list. Then you have to assign buttons and axes in the game settings manually. To do that you should double-click with the left mouse button on every action in the list and then push the proper button or pedal on your wheel to assign this button or pedal for this action.

If you're using a gamepad (or any other controller) the procedure is the same.
And you don't need to assign enything manually in your case - there's a preset for your wheel model - you just need to select your wheel from the preset dropdown list. Have you done that?
What happened then? The game haven't reacted on any actions on your wheel during the driving process?
The game does not read my steering wheel. When I select from the lists g27 + shifter everything is highlighted in red and I can not use the controller in the game. I've tried all of them, even reinstalling the game and uninstalling all mods
and I can not assign any key from the steering wheel.

Try these steps:
1. Turn off the Steam cloud profile synchronization for City Car Driving – open your Steam client, click on City Car Driving with right mouse button and choose “Properties” from the context menu. Then open the tab “Updates” and there turn off the option “Enable Steam Cloud synchronization for City Car Driving”.
2. Delete the folder "Forward Development" from your "My Documents" folder.
3. Try setting up your wheel again.
4. If this will not help uninstall your wheel driver and Logitech software completely, and then install it again.
No, but the situation is so strange that the nonsteam version works without any complaints. Only on version 1.5.6 + I heard that not only I have a problem with 1.5.7. Nothing, I just have to wait for the next update.
