Please excuse me for answering my own question.
I have been playing for years and no issue about running out of gas What happened??? Thanks...Jeff

I found the answer by accident....Uncheck Fuel consumption box in Free driving mode

You can find gas stations by markers on map. And when you have message about low fuel level by pressing enter will be generated route to gas station.
