Starter Application exe error

Ive tried literally everything to fix it and it still doesnt work deleted the game 6 times deleted every folder. Nothing.

At first, check in City Car Driving properties synchronization with Steam Cloud. If it's enabled, check it off and then try to delete \config folder from \Documents\Forward Development\City Car Driving Steam

If it doesn't help:
1. Unsubscribe from all mods.
2. Uninstall simulator.
3. Go to Steam Library Folder and delete City Car Driving folder (\Steam\steamapps\common for default).
After this steps reinstall City Car Driving. Is it still not working?
