I tried it already! That's what I was saying in the post you quoted I CANNOT RUN THE PATCH EXE ON MY WINDOWS 7 64 BIT, AND WINDOWS 8 and 10 ARE ALSO 64 BIT SO THEY HAVE NO HOPE EITHER!! I DO NOT HAVE WINDOWS XP OR 7 IN 32 BIT! I DO NOT WANT TO ♥♥♥♥ WITH VIRTUAL MACHINES!
Is there any guarantee that even if I had a patched D3D.exe that it would allow 1080p?
Unfortunately, there's no way to get a true 1080p experience (at least for me). Using D3D doesn't give me that option, and while the nglide settings for 3DFX do, it creates a stretched image with a pixelated HUD.
Try it out when you can, and let me know how things go.

Install & open nGlide & set screen resolution & refresh rate to desktop.
