Equip either throwing blade or cursed disk in your off hand.
Take all the bomb with you.
Use your dodge attack to him them from school.
I actually managed to get through using the Wolf Claw, which certainly made it easier to get TO the Fallen City. Once you're actually there, though, Scourge is probably a better bet, since it ignores Damage on Contact. I'm sure the blink dagger would be good to use, but I still haven't gotten around to unlocking it so it's definitely not strictly necessary.
You definitely want to go with the Swashbuckling School. Dodge Attack lets you damage attackers without triggering Damage on Contact. Also, Lunge doesn't seem to count as an attack for purposes of triggering DoC, so even if all the enemies you're facing are stun-immune it can still be useful for setting up a high-damage attack.
Throwing Knives in your secondary slot are key. Note that the damage bonus from Lunge will apply to all three targets if you follow it with Multiple Throw. (Cursed Disk might well be good here, but presumably the reason you want to beat this area in the first place is to unlock the disk.)
Armor-wise I used the Wind Cloak, since many of the enemies in the FC are unaware-immune and/or have armor-piercing attacks so most of the other ones don't do you much good.
Royal Elixir is my favorite rogue trinket in general and it's very good here. Healing, stamina, AND card draw - what's not to like?
For your bag item, Dwarven Bombs are probably the way to go. Bombs are especially helpful for taking the final boss down quickly.
Even with a good loadout, it still took me a bunch of tries to beat the FC. I found that getting the encounter with a roomful of slimes was a run-killer. If you're lucky, when you encounter the slimes they'll be mixed in with other enemies so the number of slimes you have to deal with is more manageable. FWIW, the smallest green slimes do not have DoC (although the small orange ones still do).
