Question regarding choices in Episode 2

In episode 2 there are two decisions which, according to the design doc, should affect events in episode 3, but after playing twice with opposite choices, I didn't see any differences.
The decisions I'm referring to are - snitch or don't snitch on Brian, and shoot or don't shoot King.
Do either of these decisions have any effect in episode 3?


And while I'm at it, an unrelated question - did anyone figure out how the riddle in the Endless Forest corresponds to the correct directions? :) It's easy enough to solve with trial and error, but I'm curious about the intended solution.
