Yes developers can choose tags they want to use for their game in the first place (so the developers of this game might have done that), but later Steam users can give games tags. And after enough users have given a game a specific tag, it will be shown on the store page.
And this tag "female protagonist" has been created/made common by the Steam community so there is seemingly demand for that information, if you like it or not.
