What's "horror" about this game?

Sooo, I haven't played this yet. But on the dev website, I saw this game described as "a 2D black and white, point and click “horror” noire adventure". From the trailer, I wouldn't have guessed it's a horror game ... but then the word is in quotation marks.
So, what do they mean?
(Yeah, I could just play it and may just do so soon. But why wait!)

It's mostly setting, it's not THAT scary, but it has a few creepy moments and even a few jumpscares, If you want a scare, then eh, not the best game. But it's still a fabulous game.
