It wasn't Amber who died in the fire, she was in the emergency room when the fire happened. It was her brother... The last scene is Amber crying. I wouldn't want to go into more details, but if you're interested I could explain it a bit more. Cheers, hope this clears things a bit , and thank you for playing our game :)

Red wasn't really a fireman. He's more of an amalgamation of everything that happened on that night. Amber was there and out of this confusion she remembers some details. Red was just the name of one of the firefighters who wouldn't let her and her dad close to the building. She remembers the name and assigned it to "the red man" later - making it into a "bad thing".
Red's choice of burning down her imagination is also a tie in to how her brother died, reminding her of what happened. So, all these bits and pieces she remembers, but is actively trying to forget, come represented as Red in her imagination. Red is trying to make her remember - and she sees this, again, as a bad thing.
Red making a deal with Mills is just Mills trying his best to save the city from an unstoppable force he doesn't really understand. (Presumably, Red gave him a choice: Bring me Amber or burn with the rest of your city) He fears Red a lot and made a deal with him thinking it would put him off of Red's radar. Red's part of the deal is for Mills to bring him Amber, so she can face him - as she did in the end. Sooner that happens, the sooner Red will stop destroying PC. Glad you liked the game despite the ending and hopefully this helps a little bit :)
