Tactics has better graphics and playable 'stealers. Ascension has more single player content.
I own ascension but have not played it, this game on the other hand im really enjoying.
I can't speak for Tactics single player as I haven't played it but Ascension let's you deploy up to 2 full terminator squads at any time plus a tarantula turret. It becomes ridiculously easy if you choose to do so.
As I see it, only reason to play Ascension would be to dabble with a wider assortment of chapters and arsenal. It gets old fairly quickly.
