this isn't the bioshock tech support forum. So i'm closing this thread. But what you describe is a common issue with steam failing to remove a file lock. You may be able to fix the issue following these steps:
1. Stop the download
2. Close steam and make sure it's fully shut down via the process explorer.
3. Open (steam install path)\steamapps\common\ in your explorer (default install path is C:\Program Files (x86)\Steam)
4. Make sure you see all hidden elements via view -> check show hidden elements
5. Delete any file and folder related to bioshock. Most likely there is a lock file in the common folder causing the download to fail.
6. Restart steam and retry the download.
