Workshop stuff

Are the workshop modifications to the game for all servers? Do players get to have an advantage from using the stuff found there? Are there servers that do not allow workshop modification?

Servers do by default kick players using mods except for crosshair textures. Hence the servers instead tell the clients what mods to run.

A few couple of servers allow more mods but there is no way of knowing unless an admin tells you.

some servers simply disable the mods when you join i think

Many servers run super strict consistency which pretty much automatically disables and forces to default any content being used by players that isn't custom crosshairs or minimap.
