This is due to two things:
First the game was released 1,5 years ago, secoundly since then it change alot so vets had to learn thing over and over again.
Also ns2 is pretty deep in gameplay from a tactical view. You will start to notice some things not before you played hundreds of hours.
But you' are going ways with your first 100 hours and i would problembly count you allready as more advanced players.
After all i wouldn't say someone is a vet after x hours of playtime,imho it's more after when you started playing ns2.
Vets are for me all ppl playing somehow constanly since the beta or started at least around the Gorgeous update.
But thats just my opinion, also our community is rather small so most old community members know each other and most "vets" can be found in the uwe forums.
I would make also a clear cut between vets and competitive players.
Most vets are still mid skilled imho and just play for fun. To be competitive you don't necessarily have to spent 1k+ with ns2. Just play alot ensl gathers and find a team you'll improve you're skills pretty fast.
And those vets are always happy to share their knowlegde.

Alot vets tend to see everyone with less than 100 hours playtime as rookie :D
Time played doesn't really matter, as a lot of that time could be spent playing an utterly different game build, there are some people who have played a really long time who still kinda suck. They know how to play the meta, but if you can't kill you can't obtain map control.
At 200 hours I still considered myself pretty bad, bought a new rig, put some extra hours and I have been playing decent game even with relatively strong players. Some of the fixes UWE have done to skulkboxes have really helped curve the BS.
I don't consider myself particularly great at late-game commanding, or particularly good with Lerks or Fades, but I stick with what I'm good at, which is marines/skulk/carefulonos.
* I have put more than 500 hours into the game
* I have (re)learned the movement of all lifeforms and have a idea of how to play them
* I am able to analyze people mistakes and am able to give them advice
* I have an overall deeper understanding of the game
Being a veteran does however not rqual doing good every game. I sometimes fail really hard and do mistakes which are unnecessary and I know better. :)

1000+ Real badass you can trust ! Probably a competitive player (or a nerd).
But still, after that I agree with Ghoul, and this is just some sort of estimation, as skill does not count in what I said. I know guys with 700+h that are very good (cuz 2000h of CSS, see?) and guys with 1200+ who mainly wandered in ♥♥♥♥♥♥ pub games, stomping rookies to seem tough, and that are not worth comp' guys at all.
Also if you're not pressing "C" every 5 secs your a rookie no matter how many hours you have.
I understand how the game works, and love the technical side of it, but can't shoot for toffee..
