Report a translation problem
You need two settings to run mods on your server:
1. Add mods to your startup file. If you don't use a startup file then create a shortcut of the server.exe . There you add an argument like this: -mods "1b0bc710"
2. Go to your mapcycle.json . At the very end you find something like this: "mods": [ ]. Paste the id of faded into there. It should look like this: "mods": [ "1b0bc710" ].
If you have problem setting up your faded or ns2 server, feel free to contact me.
Doesn't work at all unfortunately ... still can't choose nothing else than ns2

You cant start a server with mods using ingame "Create server"
Within the Path where NS2 is installed (normally under steam\SteamApps\common\Natural Selection 2" you can find the server.exe.
Use this and start and configure it like wooza described.

Technically you should be able to switch game modes if you subscribed to them over steam, or at least I think that was the goal.
Also I think it works if you edit the mapcycle.json (Step 2) and start a local server. with ns2 game mode When started, change the map once or twice (To load the new mapycle.json) then, it should load the Mod automatically.
then i create a shortcut like this : "C:\Steam\steamapps\common\Natural Selection 2\server.exe"-mods "m6ed01f8"
And it won't work allready, then even when i start a server with the .exe i can't find it anywhere
Generally it may be easier to just join a dedicated server with given mod to try it out
You don't change gamemodes in the menu, the gamemode changes by loading given mod.
Just folllow the instructions and click at create after picking the right map (faded doesn't have own maps but mods like e.g. Last Stand do)
If a mod has own maps they are normally detectable by having a game mode specific prefix like eg. ls_pad
