UBoat has a 'Sims'-like component, and a poorly modeled boat. It's also terribly optimized. On the plus side, It's single player, and has a full interior.
Personally i won't suggest Uboat. (UB)
It has much more features than Wolfpack (WP). But most of those features are buggy or badly optimized/designed. While WP has limited feature (no campaign, no upgrade, only bridge, etc.) But all already implemented features have very nice details.
If you like to play with others, then WP is your best choice. You can play with friends or friendly strangers on discord. While Uboat can only play alone.
If you expect realistic-ish submarine experience, again you should play WP. While Uboat is more like a survival simulator, just wearing a coat of submarine. You can consider it as a FTL on the background of WW2 submarine. You mostly arranging your officer to different position and let them do their work, not you.
WP is very well balanced but a bit dull if you played it a 100 times like me. I personally like the rattle of the chains, the turning of the valvewheels and the controls for the scope. They feel very "greased" and smooth. It has a training mode in which you can see where your torps go and whether you got the mappositions of the ships right in tracking them. I am currently waiting on more features in the game. If you want to practice your skills on 100% realism, this is the game. You CAN do it on your own but not after a few hours training on the different stations. Moreover it is more fun to play with complete strangers on Discord.
After playing 150 hours to Wolfpack it started to bore me to death, because its lack of contents and some roles are REALLY boring and extremately easy, I barely get detected after sink 50% of the convoy in hard dec 1941. I'm sure it will be a great game, but at the moment it's quite stale.
UBOAT has a lot of bugs and bad optimization, but the developer are bringing us at least a good update each two weeks. You see improvements on your gameplay so that keep you glued to the game. It also needs more content, but it features a wide variety of circumstances that does your experience better in the game. I highly miss manual TDC.
Both are nice and have their faults. But at the moment, UBOAT gives me more gratification with the fast updates.
But be warned, should you play Wolfpack first you can not switch to UBOAT just won't feel right.

I own both games, they are very different. Both are fun.
+ Wolfpack is by far the best simulation (Type VII), a great co-op game, and you will get much more immersion, up to now its not a good single-player-game (but its possible and the devs want to add bots), its not easy for beginners and the content is still small
If your focus is on simulation, realism, technique, immersion and co-op multiplayer, you are a verteran in UBoat-gaming, of course this is the choice
+UBoat is up to now the better casual "game" for single-player, you have many simplyfications for easy gaming, its more a crew-simulation, you have a career mission and you can improve your UBoat, its a game more like "Silent Hunter", it has more content, up to now there are a lot of issues need to fix from devs, but the game is good and has a great potential too
