There is a real NEED for a game like this.
But there has never been a real IG3, and I dont think there ever is going to be one. Just like there is never going to be a Master of Orion 3 (I know there is, but it is not really MoO3) ;)
Some games are just the fathers of new generations of games, but dont ever get a real sequel

This would be the crucial factor.
The IG games are unique in their concept and game mechanics and infact there is nothing else around that plays the same way so really it's a niche waiting to be revived.......
Stellaris is somewhat close though. But combat wise it's not.
Please that is a joke xD ... Stellaris has not even a nail of the quests and events IG 2 has, it has no city simulator, no ground battles, no planetary guns vs space combat, the design like adding different weapons on the ships are simple upgrade on IG 2 you can load ships with ground bombs, stealth generators.., diplomacy doesn't work at all, they have no espionage god IG 2 espionage has so many possibilites and the rpg aspect is awesome and stellaris made a huge mistakes like with all 4x RTS games after IG 2 they try to make the battles on the same instance has the map so huge space battles always lag the game.

It would be great if you guys could contribute, I do not really participate in steam forums because it always request an email code to login and I'm not a fan of the graphics here.
