This is simply retarded. How am I suppose to know to keep those non-respawning books, dear devs?
Anyone who will play this game again, please mark up where you find the books and post here the list.. pretty please!
Pelo menos um vendedor de livros é necessário, nem que seja 100 moedas de ouro por livro.
Atualização após ter contornado este problema e fazer o 100%:
Os 5 livros necessários para completar a missão estão nas areas de frostpath e drysoil, sendo os livros relacionados aos anões existentes em frostpath e os relacionados aos high elfs em drysoil.
Outra informação importante é de que todos os livros necessários para completar a missão estão em baús secretos nestas áreas, então procurá-los nas áreas se torna mais fácil.
Se você já vendeu ou se livrou destes livros, uma maneira de completá-la é apagar os files referentes às locações destas duas áreas do seu save, só tome cuidado que ao fazer isso, qualquer quest que tenha um gatilho de missão que você já tenha completado no mapa independente da sua interação com os NPCs ( como a do capitão dos mortos-vivos na estalagem da encruzilhada) resultará em soft lock.
Para evitar que isso aconteça guarde em uma pasta separada os arquivos originais das áreas dos mapas que você deletar, e salve sempre que entrar nestas áreas, caso entre em soft lock, dê ALT+F4 e carregue o seu save para não destruir seu playthrough.
Vou linkar aqui embaixo a discução que ensina a apagar os arquivos das áreas.

At least one book seller is required, even if it's 100 gold coins per book.
Update after getting around this problem and doing 100%:
The 5 books needed to complete the quest are in the areas of frostpath and drysoil, being the books related to existing dwarves in frostpath and those related to high elves in drysoil.
Another important information is that all the books needed to complete the quest are in secret chests in these areas, so looking for them in the areas becomes easier.
If you already sold or got rid of these books, one way to complete it is to delete the files referring to the locations of these two areas from your save, just be careful that when doing this, any quest that has a quest trigger that you already have completed on the map regardless of your interaction with the NPCs (such as the undead captain at the crossroads inn) will result in a soft lock.
To prevent this from happening, keep the original files of the areas of the maps you delete in a separate folder, and save whenever you enter these areas, if you enter soft lock, press ALT+F4 and load your save so you don't destroy your playthrough.

I appreciate the post with the designated areas, I spent so much time on this that I forgot this detail.
I just hope the post helps more people in the future.
I agree, such quest is just terrible. I see it as an unfair way to force players spend more time than needed, perhaps by starting a completely new game.
Btw, I see you have more luck with completing all quests in drysoil area than me.
Try to follow those instructions:
1. Manually save the game twice, one save will used to restore all locations from and in another you will reset all locations and will use it just to find the books.
2. Exit in main menu. Don't exit completely or steam cloud save system will roll back your changes.
3. Alt-tab into windows explorer and browse folder located in My Documents\Realms of Magic\Final ...\...\...\Here is your save name\Locations\
4. Delete all files there.
5. Load that save. Do not use continue, since the game will autosave upon exit. You need to explicitly hit load, select profile, select that save you just load it.
6. Now go to locations from the list in my previous post and get all missing books. You just search for secrets, ignore anything else, one of the secrets will contain the book.
7. Repeat until you found all.
8. Save the game manually third time.
9. Copy locations from first save (which you didn't touched yet) into locations of the third save.
10. Load third save explicitly: you should have all locations as before, missing books in your inventory, go and turn in quest.
Btw, resetting locations and finding secrets/killing powerful enemies will let you to get infinite skill points easily and even permanent boost from various scrolls. Use it wisely ;)
