Will there be any upgrade system?

Like bulletproof vest for protagonist and his team, more cars for department.
Can be unlocked by doing more side quests or something?

In the trailer, there does seem to be some sort of skill tree / upgrade system showcased.
Oddly enough, that feature is not officially advertised anywhere, despite you gaining XP as you progress through the game which unlocks things (such as new patrol cars)

The demo has a lot of features disabled it seems, based on descriptions and the trailer, the unlock tree includes all that kind of stuff.

I wished this game had a create a player option with skill points to upgrade your officer's skill from a basic beat cop to detective or higher position
