I doubt they would have made reference to genitals. Even if cartoons back then were a bit more free in expression, censors be damned.
Looking into it, Oxford dictionary says "Tube Steak" has been in use since the 1960s, its a culinary dish, not slang for genitals. The slang came later.
I guess its like Wiener.
You would think its genitals.
Then they just called hotdogs wieners because it looks like a male genital. But actually its the other way around. Its from the 1900s shorthand term for the german Wienerwurst. The hotdog name came first THEN the genitals slang.
Looks like Tubesteak is the same. It was a food first THEN a euphemism.
