I've completed Battle for Windhelm, but the game won't let me progress past that. I'm too scared to complete any sidequests.

describe exactly what the problem is and what the last thing was you did in the battle or after the battle .... for instance did you go to the palace, killed ullfric, did Tullius gave the speech afterwards, etc

Yeah. All of that. The last conversation I had with Tullius was "Do you plan on going back to Cyrodiil?".
Is the Windhelm map marker showing when you enter the map? Is there still battle music playing? Or is there a step in the mission log that doesn't show completed?
Yes. No. No.
Then the battle objectives should be completed.

Open the console and type then press enter:
getstage CWSiegeObj

It should indicate the stage as '9000'. If it is anything before that, the quest is hung up. You can then try the following command:
setstage CWSiegeObj 9000
COMPLETED: BATTLE FOR WINDHELM popped up but nothing changed.
It may be best to reload a save to when you were first asked to meet General Tullius outside of Windhelm. Hopefully you haven't used console commands prior on another CW quest as this can cause issues with the entire questline.

Traveling to the Stable and then running up the bridge to the door is best to queue the Tullius intro speech. Pace yourself through the city as rushing through and spawning multiple soldiers could result in a CTD.

When entering the palace, Ulfric will be sitting on his throne with Galmar standing before him with battleaxe drawn. Tullius will speak before combat is initiated. After Ulfric is down on his knee, you will be asked to kill him or Tullius will. Either way, once Ulfric is dead both Rikke & Tullius will leave. Tullius will give his speech to the victorious troops. After which the quest should update to Completed.

There is a chance that the previous quest didn't complete correctly. This is "The Battle for Fort Amol." You could check the quest status by using:
getstage CWFortSiegeFort

A stage of 9000 indicates the quest is complete.
Did you go away? so if it's completed leave the city and just walk to kynesgrove the map markers should appear and it should be normal.
I still can't progress. I forget how to check version.
Try the following-
completeallobjectives CWsiegeobj
It didnt do anything.
