It is hard know what people mean with a "fresh install". Some only focus on mods for GTS other mean a complete wipe of everything including mod manager (Vortex in your case) and SKSE (Script).
When I run my mods I use Mod Organizer 2 and run game through SKSE from MO2 and not from game executable.
I would suggest to take a look at MO2 instead as that mod manger can also directly download from Nexus files and from MO2 you install those files.
Test each mod one by one after installation, so you know which one that doesn't work as expected and don't forget to read on each mods "Requirement" which you need click on its arrow to unfold as each mod page show this hidden when you first open that mods page on Nexus.
The first group "Mods requiring this file" in this case for "GATE TO SOVNGARDE (GTS) - Small Mods and Resources" (link: https://www.nexusmods.com/skyrimspecialedition/mods/97490) you can see there is six mods which in turn might also each have their "Requirement" and a list of other mods that are needed for those mods in turn to work, so there might be a chain of mods you need to download.
Don't forget that you need to check which version of Skyrim you are running (last version for Skyrim Special Edition is version 1.6..1170 which is the same for Anniversary Edition the only difference here is that AE are added Creation Club mods up on SE base game which means that you need to have both a patch for SE (Unofficial Skyrim Special Edition Patch - USSEP: https://www.nexusmods.com/skyrimspecialedition/mods/266) and if you use any Creation Cub mods which is part of AE (Unofficial Skyrim Creation Club Content Patches: https://www.nexusmods.com/skyrimspecialedition/mods/18975).
You can disable Creation Club AE items from being forced on you if you don't want to have AE DLC content. This you do by going to Library, click on keg wheel, use properties and from there you have the option to untick AE DLC (which is only Creation Club mods).

EDIT: It seem that you have no option then to use Vortex from that collection page, but I would stay away from this kind of super modding as is around 1600 mods and every modder will truly say that so many mods will break if you don't know exactly what to do as each mod can have stopped playing and it is too easy that one mod need another mod to work and without checking that each mod actually have been installed correctly and work as it should (which is time consuming) it is very easy to get lost on what doesn't work and why.
Nexus and Steam (actually Bethseda know that new player will think it is only one press on a button and then you can play as that collection demonstrate, but it is too easy to get overwhelmed by so many mods.
I would suggest to start small and add mods one by one instead which with MO2 actually work pretty well and doesn't take that much time. Use that list from collection as a guide instead and you will get there.

If you really don't want to change mod manager to MO2 from Vortex, then I am sure you can find same video for Vortex to make sure that you understand how to use Vortex correctly for setting up mods,

in sum I am very sceptical to this kind of collection as already some mods are collection of other mods if you download larger mods that make changes to games buildings, NPCs with quests etc like Immersive College of Winterhold: https://www.nexusmods.com/skyrimspecialedition/mods/17004 or Obscure's College of Winterhold: https://www.nexusmods.com/skyrimspecialedition/mods/20514).
Start with checking first video in my other post where creator of that Collection explains what needs to be done and be aware that this creator of this collection (GTS) are using other modders creation (mods) which in turn means that Collection do not have any support if something goes wrong and each modder might might change their own mod which again might change how this collection as a package will work or not.
