64bit architecture and compiler update do make it far more stable for both playing and modding. I haven't looked back at 32bit game.

Any version of Skyrim, including vanilla, will eventually pay for itself if you simply play it.
I'd say it is worth it if you have the already have the 2011 release there is a lot of mods on special edition that are not avaible on 2011 release and the anniversary edition is only on this edition of the game if you are going to buy the anniversary edition and the visuals of the game have been upgraded aswell on the special edition.
And if you aren't going to buy the Anniversary Edition you will still recieve some free Anniversary Edition packs including one that is based on the shivering isles dlc from Oblivion.

Yes I think some of the mods in Anniversary Edition packs are really good I will name some of them one of them adds goblins from Oblivion and another one lets you visit the mehrunes dagons realm and other ones let add weapons and armour from oblivion and morrowind including the Knights Of The Nine armours the light armour and heavy armour from Knights Of The Nine Oblivion DLC and you can also get the gray foxs mask aswell which it is very powerful and has some cool enchantments but I think one of them makes it so that guards will always try to arrest you when you have the mask on.

ok this is nice to know, I just have one question, if I have both SE and AE, can I select which version can I play or with AE can I just play that version? thanks

AE is a dlc, not a game version.

I think there might be a way to turn off the anniversary edition packs and just play without them but I am not really sure how to do it as I have never really done it before.

bro, it only 2-4$ ofc it worth
If you do not already have it, no, not really.
Skyrim Legendary Edition: Original 32 bit game plus the official DLCs bundled together

Skyrim Special Edition: 64 Bit version with the official DLCs from the start.

Anniversary Edition: Add on to the 64 bit game. Not an actual edition of it, so bad wording.

If you're looking to buy the game, then LE is not worth it unless you have a very old system. But if you already have it, the worth is if you use any mods that have not been updated or replaced for SE which is 64 bit.

So for new players, get SE. If you computer cannot run that then save up for an upgrade.

As for Anniversary, that is not a game version but some additional content for SE. Up to what you want if that is worth it for you.

Is it still locked to 60 fps?
Not unless one sets the limit to 60 FPS in the ini file. There are even mods which fix the physics bugs that result from running with too high of a frame rate.
That having been said, 60 FPS is the safe limit for an unmodded game.

Also I have all dlc's except the Hearthfire dlc. Will my dlc's carry over to the special edition?

The DLC is included in special edition, so you'll have Hearthfire too.

I saw a huge discount and bought it right away (around $2 in my currency)

Where in the ini do I set the FPS to 60?
