Report a translation problem
If you are playing with survival mode enabled, then you must sleep in a bed in order to level up (this is hommage to the older Elder Scrolls games, where you need to "rest to meditate on what you have learned"). You will be prompted to level up when you do as if you selected "Level Up" on normal mode. From there you can select an attribute to increase and where you can allocate a perk point.
If your are playing on survival mode, you need to sleep first.
