Mod only has 2 requirements: Address Library and SKSE64. However, notes point to issue with Open Animation Framework.
I had all those installed and running, but I have recently swapped to another PC. This one does not yet have functional Skyrim SE mod build, so I can't directly check what is going on.
In this case though I would first check that requirements match with versions of your all other mods, resource conflicts are sorted correctly and that XPMSSE is actually winning unwanted conflicts. Then I would go to check why OAF is complaining.
If you just need dual sheath etc without read the room, here is my installation order with the versions of the mods running fine on my 1.6.640 SSE version:

Of course, I sorted my load order with loot afterwards
