How to disable V sync, and Cap FPS?
I feel like V sync creates mouse delay, but with uncapped fps the game freaks out.

By default, Skyrim has mouse smoothing so there is no way to completely remove the slight input lag.

However, you can remove most of it with an Nvidia GPU by going to your Nvidia Control Panel and turning on Low Latency mode. I don't really recommend Ultra Low Latency as you will lose some smoothness in the frame delivery, but Low Latency works just as good.

You should never turn off Vsync, ever. Vsync input lag is caused from pre-rendered frames being used, which Nvidia LLM/ULLM will set the pre-rendered frames to 1 or 0 used. (Note: LLM/ULLM works only in DX9/10/11 games, not DX12= Nvidia Reflex/Boost does this instead)

Also, make sure the game is running in Exclusive Fullscreen, in your SkyrimPrefs.ini make sure Borderless=0, Fullscreen=1. The .ini file is in your Documents>My Games>Skyrim.

Skyrim is bugged if you are on a VRR display (Gsync/Freesync), you need to force VRR to engage by opening the steam overlay (Shift+TAB), Alt+Tab the game and then Alt+Tab back in. Now you can enjoy 60hz VRR with lower input latency. I recommend using RivaTuner to cap the FPS to 60.

If you are on a fixed refreshrate monitor, lower your refreshrate in Windows to 60hz (Make sure Nvidia controls color in NVCP, Set Resolution> Allow Nvidia Color Control> Set range to FULL or you will get washed out colors). Use RivaTuner to cap your FPS to slightly under your monitors fixed 60hz, set FPS limit to 59.993. This will prevent pre-rendered frames from being used if your CPU can handle it, and eliminate most of the input lag caused by Vsync.

Not many guides will tell you this, so you're welcome. :)
