DLSS then helps with the frame rate, but you are running the game at 60 fps, which any decent Nvidia GPU these days achieves without needing DLSS.
I fear you are blinding yourself by simply looking at a new picture and falsely associating your experience with a specific rendering technique.

To understand what I mean, take a look at Nvidia's RTX Remix technology. It implements ray-tracing for older games and their examples are in fact from Morrowind. It does go beyond ray-tracing obviously (it allows to add objects, improves textures with AI, etc.), but you can see how the lighting of the entire scene changes and gains realism. See the first image. You can move the slider in the middle of the picture to see what difference ray-tracing makes:

Here lights and shadows stretch over long distances throughout the scene and light reflects off objects, i.e. the floor tiles.
