That is exactly what you do. In addition to the normal power attack (where you aren't moving), there is a power attack for moving forward, moving to the side (either right or left), and moving backwards.
A onehanded sword/axe/mace can hit while you are doing a power attack moving backwards, if you are very close, but a dagger or unarmed would miss....
I don't think I've ever used a Paralysing strike, but it is just doable.... I personally would use a poison or enchantment instead, much easier.
Using the sword "Torment" from "The Cause" creation might be more viable, that sword has longer reach than normal one-handed swords.
It's actually fun, and I prefer the previous style of Daedric weapons.
It's a creation club quest, it's DLC, not exactly a mod, if you have the Anniversary DLC you have "The Cause" I should mention the quest does require level 46 to start, but you could always use the console to add Torment if you don't want to wait that long.
Torment you get from a boss at the very end of the Quest Chain, it has the highest base damage and reach of any other sword in the game, it's also a nod to Morrowind as it uses the deadric sword model from that game.
With a bow? .. what?
Is that skill glitched and thinks the short bash counts as directional power attack?
Cause i never heard of being able to do a directional power attack with a bow let alone paralyzing strike from melee perk tree working with bows.
Like others mentioned it only works well in very specific situations and requires specific weapons or else you will just keep missing and opening yourself to an attack.
Enchanting one of your melee weapons with 1 sec Paralyze works much better for stunlocking enemies with melee tbh even tho you have to recharge it periodically.
