Report a translation problem
He’s an NPC whose only purpose is to walk around Whiterun, eat meals in Dragonsreach, and repeat that line to you when you get within 10 feet of him.
He’s not a quest giver, he’s not involved in any quests, and IIRC - in the vanilla game - he’s marked as essential/protected so he cannot be killed by the player or anything else.
He’s a farmer whose acquired a moderate level of wealth, but thinks of himself as Whiterun’s most powerful and influential noblemen and skulks around Dragonsreach as if he’s Balgruf’s most trusted and valued advisor when in reality the Jarl doesn’t even pay him any attention.
He’s the stereotype of someone who acts like they’re hot ♥♥♥♥ in front of people they see themselves as being “above”, but then will prostrate themselves for even the smallest bit of attention and praise from those with real power, wealth, or influence in the hopes that it’ll gain them the tiniest boost in status.
Otherwise, right on the mark about him - LOL!

Everyone else is either hard-working, worried about the war and/or the dragons, sickly, or has something else going on, which occupies their mind and makes them appear reasonable, serious, preoccupied, mad, evil, or stressed. This makes it easy for a player to happily walk through Skyrim and to "win it all".
Of course, not everyone sees themselves as the happiest person in Skyrim with the deadliest weapon and a murderous skill set to wipe out all. Many will rather see themselves as hard at play. When one then meets Nazeem and is greeted by his happiness can it offend some players. "How can he be as happy as me? He must be arrogant or have some other fault!" Hence some players hate Nazeem.
But who knows, maybe there’s a mod I’ve been using for years that extends his behavior/patrol path to include it.
I may be biased. In so many way. But I will say, YOU should understand why you hate Nazeem, even if you cannot articulate in a manner that can be, would be, or should be understood by others.
He sounds so convincing when he shouts "what the", it's very satisfying and immersive
