Do you have any mods at all? Not just ones you think might be the problem, but any mod?
maybe try a fresh reinstall by deleting the entire skyrim se folder, empty the bin. Then uninstall and reinstall. See if that worked.
Since you are playing without mods potentially with a high refresh rate, the game engine (which is 14+ years old) is not able to resolve the requests in the amount of time given. This can cause glitched behavior as the unresolved requests drop off and/or not resolved. Animations, quest queue's, items falling from the sky or scattering when you walk in the room, are all caused by this.
Note, this is a debated topic among the masses. However, the proponents of a high refresh rate neglect to confirm the truth that a capped game is more stable. An uncapped game isn't stable without help.
