There is a new Anniversary DLC includes 70 Creation Club mods.
This DLC retails for $20.00us and is often on sale for $10.00
The DLC consists of 70 additional Creation Club (CC) mods.
They also have a all of the above in one Bundle on sale in the Steam Store as well.
Then there's the bundle that includes all of the above and FO4 and all it's DLCs (GOTY)
Up to you which one you purchase but it sounds to me like the Fallout Skyrim bundle comes with the Anniversary DLC. So it contains FO4 and all DLCs (GOTY), plus Skyrim SE and all DLCs.
Bottom line if you decide to only purchase The Base Game you'll be getting the same base game of SSE as you would if you purchased the bundle you're looking at. The difference there is you would not be receiving the newest DLC but you will be receiving the 4 CC mods that now come with SSE's base game.
so you figure its worth the $10 extra to buy the anniversary edition (buying the bundle instead of both game separate and saving CAD$10) vs the special edition for the the 70 or so mods?
You of course don't own the base game yet so I always recommend buying that first and if you like it you can always pickup the DLC for 10.00 when it goes on sale.
But your choices include the big bundle which comes with FO4 GOTY so there's a huge savings there as the total cost is $26.38. Looks like by only purchasing SSE it's only 9.99 so it's a little cheaper with out FO4 and all the extra content for both games.
If you really want to play both games then to me the big bundle that includes everything for both games is the way to. That is a very cheap price. Looks like the difference in your 2 choices is only $16 .39
Now if you were only considering purchasing SSE and were deciding on adding the new DLC for it I'd say try the base game first since it's often only 10.00.
FO4 GOTY is loaded with content. That bundles includes all 6 DLCs. That game is on sale for 9.99 so buying both it and SSE base game is 19.98 vs 26.38 for both games and all their DLCs (Big bundle). 26.38 minus 19.98 that's a $6.44 difference.
If you find that you don’t want/can live without a majority of it, don’t buy the AE bundle and just buy the base game.
You can always buy the AE Upgrade later, or just the individual CC pieces that appeal to you through the storefront on the game’s main menu.
Take a look at the content and if there only seems to be a couple of items you are interested in then like Fear228 said you can pick a couple of items, buy some CC Credits, and purchase them separately.

Besides older gamers (I'm on the tail end of Generation X) actually know how to prevent Updates, and quite a lot of us use CC Mods. I bought AE, and have no issues with it....
