Companions do not level like the player, their stats are hard coded by their class. Giving a follower with a preference for 2 handed weapons a 1 handed sword will not change that.
If you want a follower to fulfill a particular role, you’re best of finding a character who already fits it. Otherwise, just pick a follower who doesn’t annoy you.
As you can smith and temper better weapons and armour and provide them with these, and good enchantments, many will remain effective.
Mage followers can be good early on but become less viable in higher levels because they won't learn higher spells and will be stuck with limited damage, even those without a level cap like J'Zargo.
A main issue with low level followers like Roggi and Faendal is their low health.
