Vortex would give a notification if SKSE is not installed. Check you root folder and see if the following 2 files are there.
skse64_1_6_640.dll and skse64_loader.exe

if not go here

https://www.nexusmods.com/skyrimspecialedition/mods/30379?tab=files

and you the mod manager download option. Vortex will auto install it.

Depends how you installed it.Can you see it listed in the Vortex Mods section? If you can and if you let Vortex install it you can simply let Vortex uninstall it.

If you can get that far then instead of letting Vortex reinstall it I have a method all typed out you can use for a 1/2 manual 1/2 Vortex install which is the way I personally installed SKSE64 for years before Vortex implemented the feature that allows it to do everything.

I've also listed that method for years in my guides (and still do as an alternative install procedure).

This is the link to those instructions

SKSE is very easy to install manually also, just download the zip from the silver website and drop the contents into your skyrim install.

from there just make a shortcut to the loader.exe and plop it on your desktop.

Did you go in and make sure all traces of your previous SKSE64 installation were removed?

I have to run and make it to an appointment but here's what I would do since you are very early in the modding of your game (I'd proabably also suggest it regardless of far you were)

It's very important when modding to start with a clean slate, and drivers etc updated not to mention installing your game in an ideal location on your rig for modding purposes.

So follow this guide to the letter and do not skip anything. I do this inbetween each new load order I build and back in the day when I was first learning I may have had to do it more than once while modding my game, a clean slate is that important.

If you never deleted anything from the Vortex mod folders it is there. While in vortex / mod tab - type in skse within mod name.
If it is there just reinstall.
If not - select (Purge Mods) from the top tool bar, let it finish, select (deploy mods), close Vortex and re-open and check again.
If it is still not showing go to Nexus and find SKSE and re-install. If nexus states you already have this mod, discard the message and download again.
Let Vortex install and if you get message of replace existing or install as variant, select Replace The Existing Mod. Make sure it enables and deploys.
Now if Vortex shows you - as 2 copies next to the version number, select the minus button on one and make sure both check boxes are checked. You want to delete the second archive.
Launch the game from either Vortex if you activated your tool bar and set file path or from skyrimse root folder, it is the skse64_loader.exe file.
Let the game load to start a new game or continue and stop there.
Open console with ` key. It is the the one left of the number 1 top left.
Type in
skse
hit enter and the version number should be given.
Type in
coc whiterun
hit enter and you should load in at the 4 point bridge outside Whiterun.
