Lot of mods out there to fix magic to be whatever you want.
Also the official Bethesda "solution' of the added elemental spells in Arcane Accessories. When fully perked, they do 3 to 5 times the damage of any other destruction spells. If anything I find them to be overpowered.

But yeah, interesting idea from the OP if you don't want to use any mods and don't want to use creation club.
Destruction potions. Level up alchemy all the way, take 5/5 and benefactor (don't need purifier, but it helps), have a "crafting set" with 25% or 28% fortify alchemy. Make powerful potions that fortify your destruction damage.
Specialize in a school like fire or lightning. You'll do crazy amounts of damage just with that, unless you have mods which make all enemies health sponges or you play on Legendary. (I play on Adept/Expert usually and it works fine). Thunderbolt and Incinerate do plenty of damage.
The CC addon that comes with the update (Saints and Seducers) adds a bunch of ingredients which further boost the power of fortify destruction potions. Comberry and Daedra Venin (which you can buy, or get a mod allowing you to GROW them) have a 1.2x multiplier. Otherwise Ash Creep Cluster and Glowing Mushroom are both super common and can be used. Some ingredients can be crossed with a tertiary one allowing secondary potion effects like resist shock/magicka/etc.
Unless you're using Illusion and Conjuration to cheese the game, alchemy is essential. Its such an underutilized skill tree and its insanely powerful. People only argue against that because they've never bothered to ***actually invest in it***.
I used a destruction mage last game on expert and was one or two-shotting enemies with destruction magic, and I don't use fortify destruction damage mods. Those are only for people who don't know how to build right. However, I think there IS a mod which boosts the damage of destruction magic with each each novice/apprentice/etc perk chosen by a certain %. Cant remember which mod that is though. That might be okay if you don't want to cheese the game with destruction.
- Legendary difficulty
- Cheat up Destruction with mods to the point I can kill about anything in 1-3 hits, (also cheat level-up rate).
- No defense of any kind except stealth. No health, armor, etc.
- Even a skeleton can one-shot me, but am OP with destruction.
- I do NOT take silent casting which would ruin it.
- No shouts, (I don't play the main quest).
So I approach with stealth and have time to work out a strategy, but without silent casting the first time I attack I'm in serious trouble. Battles become all about a strategy to quickly eliminate or avoid archers and shooting mages. Can generally hold off armed attackers by staggering them, but must avoid a dog pile.
I don't have a rule against using cheat-mods. I'm too burned-out to grind on some things anymore. Also I really don't want to be all-around OP, it ruins the game, so I won't abuse it. That build I just described I die at least once almost every fight.
Yep, what I do, although I prefer and use that author's other mods that are more streamlined (Vokrii and Odin). The mod creator said that using Vokrii you should end up with destruction doing about 30% more damage than vanilla. Not sure how much more Odin adds as there are some nice new spells in there (but still definitely nothing near as strong as the creation club spells which I actually avoid using).

You might achieve the same by increasing destruction damage with the console:
player.setav destructionpowermod 1000
That value makes every destruction spell deadly!
Should you never raise your health, even skeevers might pose a dangerous threat in legendary difficulty!
That might be too much. I have it balanced so about 1-3 expert level dual casts hits will take out pretty much anyone.
Right, I forgot to mention: Take nothing but magicka when leveling. Yes, I have been killed by skeevers. It's kind of humiliating tbh.
