If this isn't happening for you then it's either a mod or a bug, try loading an earlier save and trying again, if it repeats then it's probably a mod issue.
Reload to just before you grabbed the amulet off the wall. This time, when you retrieve the amulet and the gate goes up, step over to Tolfdir and speak to him. When he says to try using the amulet, search your inventory for Saarthal Amulet (not the Gauldur Amulet) and put it on. Once the wall begins to resonate, stand directly in front of it and take a couple of steps back. Then, use a targeted spell (ex. fireball, flames, etc.) or use Fus Ro Dah directed at the wall.
It's basically anything set-quest or Stage complete, or quest reset, can an do mess ya game, best avoid those at all cost's.
Why it's of utmost importance, to create regular saves, generally i save every section i clear, then when i do the next, I save over the previous game an so forth, except for the boos, who gets a fresh save.
If any one has any clever ideas that would be nice. Hope it wasn't the console command (tg) that broke the game. I hate the grass in skyrim.
Once that's active, walk through the wall as though you were a ghost, then use TCL a second time to set yourself back to normal again. :-)
As a last resort, you may try using TCL (toggle collision: On/Off) to pass through the wall. Once on the other side, you can use the command again to re-enable.
After which you may try either teleporting Tolfdir to you using the console command:
prid 0001C1A1
followed by
moveto player
From here, you would need to advance the quest with the command:
setstage MG02 40
Tolfdir may pick up from this point allowing for the intercept discussion with the Psijic Order. It's a long shot but, at this point, there's not much to loose. Obviously try it with a save that you can reload if it doesn't work.
